ලොව පුරා දිනකට දල වශයෙන් කාන්තාවන් 137 දෙනෙකු මියයන්නේ සිය සැමියා,සහකරු හෝ පවුලේ සාමාජිකයෙකු විසින් ඝාතනයට ලක් කිරීමෙනි.එක්සත් ජාතීන්ගේ සංවිධානයේ, මත්ද්‍රව්‍ය හා අපරාධ පිළිබඳ එක්සත් ජාතීන්ගේ කාර්යාලය (UNODC) විසින් නිකුත් කරන ලද නවතම වාර්තාවකට අනුව එම කරුණ තහවුරු වෙයි.

ඔවුන් පවසන්නේ එය නිවස හා ආසන්න වට පිටාව "කාන්තාවක් ඝාතනය කිරීමට වඩාත් සුදුසු ස්ථානයක්" බවට පත්ව ඇති බවයි.

වාර්තා වන අයුරු අපරාධ නිසා 2017 දී මිය ගිය කාන්තාවන් ගණන 87,000 කි. ඉන් අඩකට වඩා වැඩි සංඛ්‍යාවක් මියගොස් ඇත්තේ ඔවුන්ගේ හවුල් කරුවන් හෝ පවුලේ සමීපතමයින් සම්බන්ධ වීමෙනි.

Each year on 25th November, the UN's International Day for the Elimination of Violence Against Women, we're encouraged to take stock of the physical, sexual and psychological violence facing women and girls around the world every day. We're all too aware of the dangers in our own lives, and may well be vocal about them, but in many countries these human rights violations go unreported due to impunity, stigma and shame.
The behaviours women endure are as wide-ranging as the abusers themselves, and stretch from intimate partner violence (including the physical, psychological abuse and rape) to female genital mutilation, trafficking and child marriage. Among the most common experiences reported by women everywhere – as those in Britain are all too aware – is sexual violence and harassment, in the home, on the street, in clubs, on public transport. Everywhere.

A new campaign is shining a light on a country where sexual harassment is rife and yet going almost entirely unreported. In Sri Lanka, a staggering 90% of women have experienced it on public transport but just 4% seek support from the police, according to UN statistics.

The United Nations Population Fund (UNFPA) has collaborated with Cheer Up Luv, a photojournalism project documenting women's experiences of sexual harassment in public, founded by Eliza Hatch (who worked with Refinery29 and Gina Martin on our #StopSkirtingTheIssue upskirting campaign), to raise awareness and give voice to these women's experiences.

Priyanjana died after being shot three times in May last year.
Diane previously explained how she believes her husband was killed by men trying to extort him for cash.she said: "His friend told me they were jealous because he was rich. They were jealous because he had a nice a house, a minibus and a tuk-tuk."They blackmailed him. He did give them some money but they wanted more. Because they didn't give him more, they shot him. They must have gone looking for him."

Annual research seminar on the theme -“AGENDA 2030: Way Forward to Sri Lanka’s Sustainable Development”

Faculty of Graduate Studies, University of Colombo held its annual research seminar on the theme -“AGENDA 2030: Way Forward to Sri Lanka’s Sustainable Development”.


Prof Dr. Mallika Kumar, Head of International Affairs and Commerce Department from the University of Delhi delivered the keynote address for the seminar.

High Commissioner H.E. Taranjit Singh Sandhu, Vice-Chancellor Sr Prof Lakshman Dissanayake, Dean FGS, Prof Nayani Melagoda and a large number of students from the University of Colombo attended the seminar.

I extend my heartiest greetings to the honorable High Commissioner of India to Sri Lanka, His Excellency, Taranjit Singh Sandhuji. Sir, it is an honor & privilege to have you amidst us.

My congratulations to the Faculty of Graduate Studies, University of Colombo for having such an apt and extremely pertinent theme, which I believe is pivotal to socioeconomic development of Sri Lanka, India and all the countries in the context of globally sustainable development goals: “AGENDA 2030: Way Forward to Sri Lanka’s Sustainable Development”

While learning about Sri Lanka’s sustainable development, I share my insights about Agenda 2030-Developments in India and how can the youth in India and Sri Lanka contribute to shaping the future.

Before we set the context of the talk today, I would like to quote the Father of our Nation Mahatma Gandhi who once said,

“One must care about the world one will not see”. Relating it to development One must care about development for the future generation, the development which is sustainable and inclusive.

We all know that in 2015 we - India, Sri Lanka &other countries of the world came together at the UN to define a common vision of sustainable and inclusive development for humankind known as Agenda 2030..

US meddling in Foreign Elections: Lessons for Sri Lanka By Shenali D Waduge

Sri Lankan citizens cannot ignore the manner foreign envoys are seen interfering into the internal affairs of Sri Lanka. The regular visits to Temple Trees, the uncanny diplomatic statements being issued, the virtual threats of imposing sanctions & freezing aid simply because their poster boy has been democratically removed just does not tally with their chorus of good governance, rule of law, democracy first blah blah blah. It has always been about exporting democracy whether countries sought for it or not and US is alleged to have rigged elections, funded candidates & parties & even overthrown presidents.

In February 2018 an article by Scott Shane Russia isn’t the only one meddling in elections. We do it too” confirmed US interference in foreign elections. The article highlighted some poignant facts that the US interference in foreign elections was not to instill democratic traditions to these nations but to disenfranchise ‘leftist & progressive voters & political parties …. and protect the interests of the US military bases and US multinational corporations”. More American companies would mean more American interference. Budding artistes from all over Sri Lanka participated at Shankar’s International Children’s Competition-2019 organized by High Commission of India

More than 500 young artistes from all over Sri Lanka expressed their talent beautifully through their art work and essays at the Shankar’s International Competition organized by High Commission of India at the Swami Vivekananda Cultural Centre on 17th November. As we celebrate 150th birth anniversary of Mahatma Gandhi, who demonstrated, propagated and insisted on cleanliness for individual and community throughout his life, children painted and wrote essays on the topic “Cleanliness is Godliness” giving a clear message for a clean and healthy environment.

පාර්ලිමේන්තුව කැඳවීම් නීති විරෝධියි.රියර් අද්මිරාල් ආචාර්ය සරත් වීරසේකරගෙන් ශ්‍රේෂ්ඨාධිකරණයට පෙත්සමක්.

ජනාධිපතිවරයා විසින් විසුරුවන ලද පාර්ලිමේන්තුව ශ්‍රේෂ්ඨාධිකරණ විසින් අතුරු තහනම් නියෝගයක් නිකුත් කිරීමෙන් පසු යලි කැඳවීම නීති විරෝධී යයි ප්‍රකාශ කරන්නැයි ඉල්ලමින් ශ්‍රේෂ්ඨාධිකරණය හමුවේ පෙත්සමක් ගොනු කර ඇත.

මෙම පෙත්සම ගොනු කර ඇත්තේ රියර් අද්මිරාල් ආචාර්ය සරත් වීරසේකර මහතා විසින් වන අතර කතානායක, නීතිපති, පාර්ලිමේන්තු මහ ලේකම් මෙහි වග උත්තරකරුවන් කර තිබේ. 

පෙත්සම්කරු සදහන් කරන්නේ පාර්ලිමේන්තුව විසුරවීමේ නියෝගය අත්හිටුවීම පමණක් ශ්‍රේෂ්ඨාධිකරණය විසින් කර ඇති බවත් එවන් තත්වයකදී පාර්ලිමේන්තුව කැදවීම නීති විරෝධී බවයි.

පුරවැසියකු ලෙස ගොනු කර ඇති මෙම පෙත්සම මගින් රියර් අද්මිරාල් සරත් වීරසේකර මහතා පෙන්වා දෙන්නේ ජනාධිපතිවරයා ගේ බලතල යටත් විසුරුවා හරින ලද පාර්ලිමේන්තුව පාර්ලිමේන්තු මහලේකම්වරයා විසින් ඉකුත් 14 වැනිදා යළි කැදවා ඇති බවත් එලෙස එය කැදවීමට පාර්ලිමේන්තු මහලේකම්වරයාට හෝ නීතිපතිවරයාට බලයක් නොමැති බවයි.
එසේ කැදවීම තුළින් තමා ඇතුළු ජනතාවගේත් මූලික අයිතිවාසිකම් උල්ලංඝණය වී ඇති බවත් , එමගින් තම අයිතිවාසිකම් කඩවූ බවට තීන්දු කරන නියෝග ලබා දෙන්නැයි පෙත්සම්කරු අධිකරණයෙන් ඉල්ලා සිටී. එසේම පාර්ලිමේන්තුව කැදවීමට මහ ලේකම්වරයාට බලයක් නැති බවට ප්‍රකාශ කරන්නැයි ද පෙත්සමේ සඳහන් වේ.

විධායක ජනාධිපති අද දැන් ගතයුතු ගත හැකි තීරණය මෙන්න.

අධිකරණය ඉදිරියේ ඇති නඩුවක් සම්බන්ධයෙන් කරුණු (merits ) ප්‍රසිද්ධියේ සාකච්ඡ කිරීමෙන් මම වලකිමි. මන්ද එය sub judice (under judicial consideration and therefore prohibited from public discussion elsewhere) වන හෙයිනි.

එහෙත් මුලික අයිතිවාසිකම් නඩුවක් පැවරු විට ඇතිවන ඉදිරි ක්‍රියාමාර්ග ගැන සරළ අවභෝධයක් ලබා ගැනීම, එවැනි නඩුවක් පිළිබඳව සදොස් අදහස් දැක්වීම් හා නොදැනුවත්ව සිදුකරන ප්‍රකාශ වලක්වා ගැනීමට බෙහෙවින් උපකාරී වනු ඇත.
අප රටේ මුලික අයිතිවාසිකම් නඩුවක් පැවරීමට අදාලව ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ 3 වන පරිච්ජේදයේ සඳහන් කොට ඇත.
එහිදී ඕනෑම තැනැත්තෙකුට හිමි මුලික අයිතිවාසිකම් හා පුරවැසියනට පමණක් හිමි මුලික අයිතිවාසිකම් වශයෙන් කොටස් දෙකකට වැටෙන අයිතිවාසිකම් සඳහන්ව ඇත.
කෙසේ හෝ මුලික අයිතිවාසිකම් නඩුවක් විමසීමට බලය ඇත්තේ ශ්‍රේෂ්ඨාධිකරණයට පමණි. ඒ අනුව මුලික අයිතිවාසිකම් කඩවීමක් සම්බන්ධව ශ්‍රේෂ්ඨාධිකරණයට ඉල්ලුම් පත්‍රයක් ගොනු කරනු ලබන අයකුව "පෙත්සම්කරු යැ" යි හඳුන්වනු ලැබේ.
